— A 43-year-old Carson City man was placed into civil protective custody Monday, 9:24 p.m. after officers found him intoxicated and had previously been reported by witnesses as being slumped over inside his vehicle in the 1900 block of North Carson Street.
According to the arrest report, officers arrived to the area of a motel for a report of an unconscious man inside a vehicle. Arriving officers saw the man was heavily intoxicated outside his vehicle, was unable to stand and there was a small dog with him. At first the man denied drinking. Then he volunteered for a preliminary breath test with a result of .211, the report states.
Officers attempted to find a way home for the man, but he declined every offer police suggested and insisted on walking home. Because the man was recently passed out and did not know what part of town he was in, and other factors that rendered him incapable of caring for himself, he was taken into civil protective custody until he was able to sober up, the arrest report states. The dog was turned over to animal control.

According to the arrest report, officers responded to the home in reference to a warrant service on the woman. Once on the scene, officers contacted the woman’s father-in-law at the front door and he allowed the officer to come inside.
The father-in-law escorted the officer to the woman’s room where she was hiding under a pile of clothes in the closet. After several commands the woman came out from under the clothes. The officer took her into custody and applied handcuffs.
Dispatch confirmed the woman had the confirmed warrant with a cash bail of $500. While applying cuffs, the officer noticed a clear plastic baggy that contained numerous balloons and cotton swabs, on the top of the dresser.
The woman voluntarily stated she was a heroin user and the bag belonged to her. The officer looked inside the bag and noticed all the balloons were tied at the end and torn open. The cotton swabs had brown, sticky substance, presumed to be heroin. The officer also found a condom, which are commonly used as tourniquet, the arrest report states. The officer recognized the cotton swabs, balloons and condom to be paraphernalia for a heroin user, the arrest report states.
The officer took custody of the paraphernalia and placed the woman in a patrol car where she was taken to jail for booking. Bail: $1,637.
Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
